Hunter's Talisman is actually Hunter's Machete from last season in terms of item code just disguised as a new item (if you look at the match history you will see people were building Hunter's Talisman last season). The 2016 Hunter's Machete is a new item with the same name and icon as the old item. Any champion that has Hunter's Talisman in their build almost certainly hasn't had their recommended items updated to reflect the new season and is just uses the same items as last season - so the real issue is that recommended items haven't been updated rather than having been updated badly.

The problem here is not that Talisman is a recommended item for her. Obviously Machete is a lot stronger on Shyvana, but Talisman probably would be an equally good option on Shyvana given they were both of approximately equal strength because of Shyvana's high amount of AoE damage, and might account for new Shyvana players starting WE on her, which might be a more favorable start to use Talisman than Machete.
The problem is that Refillable Potion is a recommended item for Shyvana over 3 health potions when it gives less health regen than three potions and may not even need Hunter's Potion in the mid game given her strength with both jungle items.
She actually doesn't sustain better with the machete. I did a few in-game tests and found with her aoe, the health steal on talisman is fairly hefty. Does she clear the big ones faster with on-hits? Of course, but I did find in an apples to apples comparison of health with same setups at certain stages of jungling, I had significantly more health with talisman.
Talisman is suggested because it's best for aoe champs who can health steal all targets all the time, and shyvana can do that (7 second aoe, 12 second cd, only down for 5 seconds in any given interval, health over time lasts for 5 seconds... do the math, the health steal basically never lets up with her.)

This new Jungle item is the bane of my existence. I hate it. I hate having it suggested. I hate having the cost of an upgraded blade increased due to it. I hate OOMing all the time while it's sitting in my inventory doing basically nothing. I hate the choice of "pick the item that sucks less" instead of "here's a decent jungle item to help you not get murdered @1.35s in."
Hunter's Talisman steals health from every monster you damage over 5 seconds.
I would assume that they recommended it because Shyvana's Burnout damages every monster in the camp, stealing health from 2-4 monsters until they die.
I'm personally sticking to Hunter's Machete due her Q and scaling with attack speed runes, but that's probably their reason.
It's also suggesting cinderhulk over devourer, also the tips section in the client still suggests building items that can slow enemies on her and lists phage and trinity force as examples.
They recommend 
for Shyvana on the assumption that people will be building her tank with tank runes and masteries: Notice how Cinderhulk is her recommended jungle item and not Devourer, and all 3 of her essential items are tank items?
It's the same for Zac.
I know Riot put Black cleaver as a core item on Poppy in aram. Had a pretty good laugh there.
Because her main jungle spell is W - an AoE, and that will proc on all the camps. Machete is better though because AA-Q-AA is 80 extra damage >_>
