Why doesnt Banshees Veil have reduced cd on URF?
With everyone spamming spells everywhere this wouldnt even be OP

no passives with cooldowns get CDR in urf for some reason. same applies to 
in fact, champion passives don't get CDR either; 
and the like don't get CDR unless the passive says so
EDIT: revival passives DO have lowered CD though yeah i made a mistake lmao
Because it says only activated items get the CD reduct.
Even on urf it's still pretty good as is
Its build path is horrid though. But I regularly back with thousands of gold so w/e
