well the justification of it might be the top two picks get to pick whatever champs they want... and the last 3 have to pick out of whats left. just a guess.
but back in the olden days the 1st pick got to ban all 3 bans
if you are communicating with team and you are top with 1st pick having to pick blind... ask who ever is jungle or support if they can swap picks... you pick their champ and they pick for you.. but thats a crap shoot cuz no every one has all champs
i know a majority of my games if i get my preferred role im usually having to blind pick top lane. luckly i pick a champ who can be safe in that situation and typically good in all team comps.
swapping picks isnt always an option though.
and as long as riot doesnt make every champion available for everyone in ranked games, i think its wrong to assume as much. swapping is very difficult in solo que, since most people dont own a lot of champions, or definitely not every champion. which prevents you from being able to swap half the time.
they also cut the time in champion select itself down by a significant amount. and theyre planning to shorten it even further. so less time to communicate if the other guy owns your entire roster and is even capable of picking for you.
ive had swap attemps backfire a couple of times, because it turned out the guy i picked for didnt own a single champion of my roster and didnt tell me. at many other times, the only champions they did own were the ones i wanted to avoid playing in the matchup im faced with and i ended up getting countered anyways. since then ive been very sceptical towards that strategy.
