Presence of Mind should be altered so it also helps champions that don't have mana.

Currently, aside from the Ultimate CD reduction it also refunds 20% mana. This doesn't benefit champions without mana whatsoever, so I feel that there should be some adjustments so that it does. Of course, this'd have to be tuned further not just for champions without any secondary resource/interactions at all, but for those that do have a secondary interaction that isn't a resource.

• Energy users can receive energy or have their energy regeneration increased
• Vladimir can stack Blood Thirst faster, essentially lowering the CD of his Q
• Mordekaiser can gain his potential shield and lower the cd of his W
• Champs with no resource can have increased health regen or lowered CDs

These are just some basic idea so we can have an inkling as to how it can be done. :D Thoughts?
