Lee sin sitting at 47% win rate, so.... what gives?

Why is he so weak right now? His mechanics are basic, but to pull off some advanced stuff with him is very hard. Right now I would consider him weak because a lot of the time when you use your combo, they'll still escape with a sliver of health. He's a risky diver because of this.

Another thing is why is he receiving more bans lately? I've noticed like 1/4 of my games trying to get him, he'll get banned.

Any thoughts on his win rate right now?

nowadays I mostly play ARAM so I don't have allot of knowledge about why his win rate would be low, could it have to do with requiring CC? from what I've read on the forums CC tank junglers are popular and everyone on the team lives to protect the ADC which lee sin can't exactly do besides the 1 knock back

Really, the average win rate for champions is around 40% when you factor quantitative amalgamation. Lee Sin is played so often that his 47% is more accurate, so in essence he's still winning more than most champions. As far as the dropoff from his old rates, I assume it's because people have seen so much of him that the general strategy for beating him is practically common knowledge now.

When a champion isnt a playmaker, they are mostly played by their mains and are bound to have a stable winrate.

When a champion is a playmaker, they are played by everyone (whether or not theyre a main) and are bound to have a lower winrate.
