Can Riot allow us to troll a game every once in awhile without punishment

For example, every player is made aware before the game starts, that no lp will be deducted and no ip will be given in a "troll game." They are allowed to leave and any remaining players that stay will be allowed to troll and do whatever he wants for the duration of the game. This might lower toxicity by letting do what they want in a controlled environment rather than letting them ruin games that do count.
