Fiora changes

I'd like to start off saying that I think the passive is really cool but overall I am not a fan of this rework. Speaking from the perspective of a mid plat level player I can tell you for sure that fiora is never going to proc more than 2 of her ults on a person in higher level play unless the person is stunned in which case the payoff is basically worthless.

She loses a lot of guaranteed sticking power which is going to hurt her a LOT come team fights. Lets say the enemy has vayne, right now I can come from a flank q her she knocks me away so I flash back on, she tumbles and I have q and ult to gapclose a few more times. Maybe this is too many ways for an assassin to get close but it is very strong in a lot of circumstances. The new fiora has a single dash on her q and only gets the speedup if she hits a specific spot on the person.

Her new W looks like she stands still during the retaliation this hurts her moving and dueling potential even more, before it could quickly block a late game auto while dealing decent damage now its just another ability you wont want to use when mobility is important which is completely contrary to the current theme of the character that many of us really enjoy playing.

Her E is kind of interesting I don't think it will help a ton vs a lot of the mobile characters we see but it has high potential.

Tl:dr - cool passive, terrible ult, worse q, worse w, bad overall.

Anyways so I don't see fiora working top lane anymore, she might make an okay support depending on how strong the early points in her skills are. If her E slow is strong enough rank 1 and you are facing a team with cc so your w can root and you have some assassins that will benefit from your ult heal that you wont contribute any damage too then she might work.

bonus: If I were going to rework fiora I would take the new passive give her new q 2 charges change her e into the new w you guys just made but have it only work on abilities, keep her old w, and reduce the damage on her ult. There now fiora would have 2 ways to reflect damage that only works on specific types, her q becomes a good gapcloser again and her ult is a little less oppressive when she gets fed.

it just makes fiora more balanced instead of just going like im ganna ult in and kill ur back line its more of a strategic change making her more skillful to play

Her ult procs if the target dies and she hits at least one of the weak points; I imagine this is the most likely scenario, especially during teamfights.
