Elise jungle only? Can riot make her laning more viable? Her AD side more viable?

Everytime I see Elise in play, she's jungling. It's such a waste to see a well-thought champion binded only to one role. When she's laning, she's unsafe, her damage is average, even combo Cocoon+Rappel cannot be considered a good escape. But that's her AP side. Most Elise players would like to play AD Elise, but she has only 1 AD steroid in her Melee mode. She doesn't have to be like Nidalee, pwning everyone in lane, she just needs to scale good in late if she is AD. I know that some AD champions don't even have 1 AD steroid - AD TF is played because his stun is more reliable than Elise's and he can deliver a greater impact on game with his ult. I'd like to see Riot make a small changes to Elise so that everyone would be happy. I know many of you would say that Elise on lane is good, but many of you would rather pick Nidalee than Elise for laning.

Most Elise players would like to play AD Elise

.....wut? Says who? I'm not opposed to the idea of Elise getting some lane compensation with the nerfs that have been directed at her being a dominating jungle presence, relying on it not making her jungle more oppressive yet again. But I think that is drastically different from saying that Riot needs to make her AD viable. As it stands Jungle is pretty dominated by AD and tankiness, with AP being pretty rare (Elise mainly, Eve is very rarely built AP after nerfs, and Fiddle is moderately rare). Jinx having an AP ratio on her Flame Chompers doesn't mean Riot should balance her as an AP mid and in the same regard Elise having a small kit portion being AD isn't a solid basis to balance her around suddenly being built AD.
