Cassiopeia's passive could use an update, and here's why.
Right now Cassiopeia is among the most underperforming midlaners within a meta-game that seems to get shorter and shorter.
Due to her shift to being more of a lategame focused champ, her viability since the 7.18 patch has been drastically reduced. The result is a champion who can't keep up anymore in her own niché while also struggling with a severe handicap: her lack of boots.
Originally her 6th itemslot was meant to be a lategame advantage, however due to average games ending after merely 25 minutes, there's no use for it - lategame simply doesn't come around anymore. Meanwhile enemy champions are getting immediate stats by having access to cost effective boots which give you precious mpen (the most important stat during lanephase) and all the mobility you need.
Cassiopeia only has 'Haunting Guise' as her sole mpen option which usually isn't among her first 3 item buys. She's even struggling with keeping up in the damage-department (her current damage rating on champ.gg places her at the 39/45th place across midlane) since everyone is capable of being a glass-cannon those days.
I'm aware of the buffs that are coming next patch but I fear they're still not enough. An increase to her E-scaling won't help if she's still forced to rush 3 mana items before having any decent amount of AP. And we all know how short games have become.
The least she'd deserve would be a free point of mpen for every level she has, thus arriving at 18 mpen on max level which would put her in the same spot as every other mage in the game. It'd be the least she deserves, even if she'd only get half of it in an average game.
