I've encountered an unreleased Summoner Icon on EUW. How's that possible?

First of all, this special "cupcake"-icon was introduced to the PBE few weeks ago just to be left untouched for undetermined time.

Few days ago I've encountered a player on the live servers who had it as his summoner icon. How's that possible? If you wish, I can even show you his profile - but I suppose that'd be against the forum rules.

As far as I know, there's absolutely no way to unlock the icon at this current point of time. Could this be some sort of hacker?

The "Candy Fest" icons (there are two of them), as they are called, were put into the client as apart of the 4.12 Patch. We do not know what the "Candy Fest" is yet. The person with the icon could have been a Rioter or someone with an unlocked account (hacked account). I'm sure in time we will have access to the icons when the Candy Fest begins.

He could have been on the turkey servers and bought the bundle from there and then transferred back
