Why isn't Cassiopeia featured in the upcoming Shurima Event?

Back in 2014, Riot introduced their first Cass rework by including her in the very first Shurima event. Meanwhile her lore was reduced to 3-4 lines of text and never revisited again. It's not even clear if she's even still related to Katarina or has any interest in finding her father ever again.

For all we know she's still in Shurima to fight along Xerath's side in hopes of finding a cure for her current state, so she's pretty much guaranteed to help him in whatever fights he might partake. The upcoming Shurima Event is literally all about that, so why is she missing?

Her current lore seems to represent her as a very flat and two-dimensional villain without any redeeming values whereas the old lore portrayed her as a tragic personality with deep self-loathing and an ongoing struggle to maintain what little humanity she has left while also having to deal with the loss of her own father.

Why aren't you taking the opportunity to finally flesh out her personality? Just try to add some past and maybe some future dealings to her current story so that we may better understand from where she came and where she's going after this curse. After all she isn't the same Cassiopeia we used to know, you completely changed her.

It'd be a shame if you kept neglecting her like that, especially after the latest screw-ups you had with her. She deserves far better than that.

Maybe it's because Cass is a noxian and she don't have any real relationship with shurima.

The thing is, she doesn't actually care about Shurima nor is she from Shurima. She was there purely as a grave robber and maybe tried to play Xerath to her hidden agenda. Nasus, Xerath, Azir, and all are actually Shurima born and descendants and they have stakes in what happens to the land and reborn empire. Cassiopeia is an interloper, and nothing more. She is still a Noxian at heart, and her loyalties stand with Noxus, not Shurima.

Its not really an event,they just update the shurima lores.

And she is likely still considered to be primarly a noxian,so when they'll finally get to Noxus they'll likely include her as well.

Mostly because she's pretty much just a tomb raider, like Ezreal. They both went to Shurima, they both took something, but both didn't play a big part in the Ascension. So for Shurima, there's no care about it.
