What If A Certain Amount Of Mastery Was Required To Use A Champion In Ranked?
How would that make people feel, good or bad?

Feel like shit usually, because that just creates an unnecessary amount of grinding.

How so?
I'm not sure I fully understand because usually if you know how to play something and enjoy playing it you'd already have a decent level of mastery wouldn't you? Could you explain a bit further if I'm misunderstanding what you mean?
Okay. Let's say I picked up Malzahar. I'm pretty good at him, because he's fairly simple.
After a couple games on him, I decide that I'm good enough to play ranked with him (as, again, he's not that complicated). With what you're proposing I'd have to play 10-20 more games just to play Malzahar, despite him being a rather low skill floor champion.
Also, champion swapping is a thing.

Well, I didn't say you'd need Mastery 5 to play, just some level of Mastery. If you believe the issue is how much Mastery then how much would you say is too much, and how much might be an acceptable amount?
As for swapping, unless you are duo'ing that's not something which commonly happens so I personally don't see it being a big deal until perhaps Diamond I and higher (where players run into each other more frequently).
Would feel pretty terrible tbh. "Can you first pick me this champ?" "Sorry, I'm not mastery 99 on them so can't"
It wouldn't solve the problem of people 1st timing a VGU

VGU's do not happen very often, and in most cases the champions end up with very similar kits. I suppose there are some champions like Aatrox where the kit ends up entirely different, but when you look at the majority of them most parts of reworked champion kits remain intact. While it would be an outlier it's not really a major issue.
The biggest part is trying to get players at least some experience before playing new champions in ranked, even if only a minor amount. I wouldn't care if it was only Mastery level 1 required. As long as players have used the champion and understand what it does, then that's fine with me. There are so many people who just pick things in ranked without ever trying the champion first that it's unbelievable. I had one game a while back with 3 people first timing their champions. I couldn't find evidence in any of their summoner profiles that even 1 of the 3 had ever attempted to use their champions previously. The game ended up a nightmare, needless to say, and who did they try to blame? Me because I was the Jungler and apparently it was my job to do everything for players who you could tell didn't understand what their champion did.
It's a pretty major problem that could easily be solved by something like requiring Mastery, if even only a little.
Few things that this would fix.
Problem with this is that now instead of having to own 20X champs to play ranked, you would have to own 20X champs and have them all at that level of mastery (because if your "main"/backup higher mastery picks get taken then often you're left w/ a backup option that you don't play as often and may not even have the mastery required).
