RoA is overpowered on purpose, just like the tear items.

It's an item where you sacrifice power for a long time in order to build power later. It's similar to playing a late game champion - you're forgoing power early in order to use it later.

Not only does it take RoA 10 minutes to ramp up to full stats, it also requires you sitting on a catalyst instead of say, a Needlessly large rod, until you can afford the combine. So you're forgoing a massive amount of AP for about 20 minutes (remember, as you're building it you have very little AP, so you sacrifice almost all of your AP) in order to have an overtuned item later in the game.

If the enemy team has someone with RoA, you should probably be pushing earlier objectives in order to force fights before their power spike. The extra gold and map pressure from these objectives and won teamfights should put you ahead of the RoA player. If you don't take advantage of when they're weak you'll no doubt lose to them when they're strong.

Its a tanky defensive item, it shouldnt give you 120 ap.

It gives 100 at max stacks. Rylais is a better tank item because of its passive.

No it doesn't. ROA starts at 80 AP and gains 40 from its passive over 10 minutes. It ends up with 120 AP, 500 HP and 800 mana.

Both are terrible unless you're Singed.

Then it's Rylai's.

Otherwise tanks generally would want the item that gives them better tankiness, damage, and rotations. Don't really need the extra CC.

Roa isn't overpowered though. It's just the only AP item that didn't get fucking destroyed.
