Will Riot ever push to improve the Ranked system?

Right now it's pretty trash. It's designed to grab the players who play the most games rather then the most skillful of the bunch. My friend who is miles ahead of me when it comes to top lane skills is only silver 4, and I'm gold 5. He's played about half the amount of games I've played this season. There are obvious exceptions, but the system in my opinion needs major changes.
