Wasn't EoTW/FQC supposed to have a cdr buff?

I remember that being brought up, on top of it even showing in the patch notes for fqc.

Both items had 20% CDR for the entire PBE cycle. Then they reverted it on Tuesday. They left 10% CDR on the Frostfang component and changed FQC build path to include Wand instead of Codex. There were concerns about FQC being too easily abused in mid lane with a 20% CDR item for 2300g and 20% CDR in the build path for 1750g.

Meddler and the playtest team ignored every question about the rationale for the revert on EotW. Probably because there isn't any good reason.

Maybe they realized powercreep was bad.

Though still buffed Fiora over Bramble nerfs..
