How Does Stormrazor exist if Frozen Mallet was nerfed for ranged slow abuse?

It's not even 30% but a 70% Slow. Mallet is an item that's defensive forces you to build health and only slows 20% on auto's cast. Where is the downside to building? This only serves to damage the immobile champions of league of legends. Even is only a 50% slow and its effect was melee only for a reason.

big difference between stacking for a slow on stormrazor vs every auto reapplying it, while also getting pseudo tank stats because it was being abused by a class it wasnt even designed for.

Stormrazor is only applied on the first Energized auto, Frozen Mallet is on every single auto.
