Soooo…Rito how do placements work again?

So I have a friend that was silver 5, won 7-3 placements and got placed bronze 3. Then I have a friend who was gold 4 and won all 10 and skipped a whole division to Plat 5.

I thought the idea this year was that people got set back really far and had to actually climb this time.
