Idk, sololane Lucian has 1% pr(top and mid combined) in soloQ, his only real good usage is as Kassadin counter.

have you actually played the game in the last 2 patches or so? Or atleast watched a pro game?
Corki is dead, ez and sivir both were nerfed out of the S tier aswell, adc in high elo/pro play right now is Xayah, Kaisa and Lucian, and then mages bot lane.
Lucian is already one of the better adcs in the game right now, and then they go ahead and buff his already oppressive early game, its like they dont want other champs to be playable.
