New Zilean passive idea.

I think by now everyone on Earth agrees Zilean has the worst passive in the game at all stages of the game (especially lategame where his passive literally does nothing). The first thing Riot needs to do is give him a new passive. To fit with his time theme, I thought giving him a passive related to time is the best way to go. I have 2 ideas

New passive - Time Stamp: Grants a timer on all monster objectives without fail. Vision at the time of death is not required. This would give you some presence in the enemy jungle without even being there, and would also allow you to support your jungler. Timers would update as soon as the monster died so you knew if an enemy is in your jungle or if they're clearing their own camps, etc.

OR

Time Stamp: Grants timers for enemy cooldowns to your entire team. Clicking on an enemy would reveal how much longer they've got before an ability can be used.

I'm open to suggestions and readjusting any of my ideas. I think this would give him an entirely unique passive with tons of utility without tipping the scales too much. It would allow smart, careful players to prosper.
