while (i think) pretty much every other adc has some way to contribute to their team (vayne E can save teammates or make a enemy in a bad spot or xayah E can root after 3 feathers) hell even kalista has a slow after her Q poke. kaisa or jhin has percent damage based on missing hp which means she/he is still a threat no matter how under fed.
why is he left out of utility or team effort CC. at least a slow on his ult would change things.

As I said that like some other champions, ADCs are not known for their CC. There is a relationship between having reliable CC, peel, engage, etc. and damage potential. It's not like Katarina has a lot of CC either. There's reasons why the aggressive, mobile, ranged Lucian does not have his abilities crowd control as well.

iiGazeii1 votesIt'd kind of Lucian's thing that he's an early game bully in the bot lane. He has a facemelting level 2-3 all-in and can snowball from there, but if he screws up, he falls off.

iiGazeii1 votesYou don't spend it before the all-in. None of your abilities should be used on cooldown. Push and farm with autos, not abilities, look for poke with Q, but your W and E should really be saved for the all-in, or to escape.
Posui Gart1 votesHis early game is one of the best ones for an ADC. If he is behind, that means he fucked up really hard somewhere. Even if his lane is permaganked, with his E and W ms boost it is easier to survive than it is for Jhin Also, if Lucian is like utterly behind with 0 chance to comeback, he can get BC to shred armor with his ult, and Rylais to slow with it(his ult scales with AP too). Its a bit stupid(especially Rylais, BC was even meta on him for some time before its nerfs) because usually he canjust build normally and still be a bit of a threat
Hayaishi21 votesTbh its simply because RIot doesn't want to. Snowballing with Lucian isn't easy, he isn't a free win early game either, supports have more agency than he does, his early game strength isn't enough to warrant being useless if he falls behind.
That is why i've always thought he'd be healthier if he scaled better into late game and loses some early game power.

Okay, yeah that's odd, but regardless, it's something that keeps a consistent dps safe, and that's the biggest purpose of an adc, consistent dps
