Ashe DPS

I just experienced Jhin for the first time yesterday. And while I didn't do stellar, we had a hard-fought win and I learned the power of W. Suffice to say, I now understand why the boards complain about ADC burst.

So my question is why does Ashe get the nerfs? Her DPS is laughable compared to a Jhin, and she relies completely on her passive. So, unlike Jhin or Vayne, she has no burst to punish an assassin for doing what assassins are supposed to do. But she also doesn't really kill tanks. She needs to inflict sustained damage to whittle enemy hp down, and if your peel isn't good, you can't afford a chase to finish them off.

I understand she's a "utility marksman" but lately I've felt more like a support than a carry. Every comp seems to be a tank comp now, and I just can't do enough damage, even with Lord Dom's. I feel like I'm pretty much only there for my ult engages now. I realize Ashe was popular this last season in pros, but she's been nerfed a fair amount and it doesn't feel rewarding as a "late game carry" to watch my team get bursted and myself outdamaged by a feeding Vayne in the late stages.
