Instead of changing Udyr's numbers, how about reworking him to not win or lose at champion select?

His design is straight up shit and doesn't work with how much mobility and CC have creeped.

The enemy team is either too immobile to escape him and he gets to run them down for free, or he can't connect with anything and is completely useless from start to finish. There is no in between.

Adding damage to Phoenix is going to do fuck all. The reason nobody uses Phoenix is because its damage requires you to stick on your target, which he can't do. Tiger's damage is similar, but only requires you to briefly connect with your target, not stay on top of them for 4+ seconds, making it functionally superior to Phoenix. Even if he can permanently stick to his target, there is no scenario where Tiger isn't sufficient to kill them, but Phoenix is.

This change reeks of incompetence.

I think phoenix used to be a thing with tank udyr since it had decent base damage and you were supposed to proc it with rageblade as your main and probably only damage item.

But that build became irrelevant since building almost pure tank on him got worse and worse as damage sorta creeped and now rageblade was nerfed.

And like you said, mobility creep so he cant stick.

I honestly would rather play against an udyr with an overbuffed phoenix form and a slightly nerfed tiger form, even if he had 100% winrate atleast it would be different.

Phoenix was a thing when Tiger didn't have the double tap mechanic. Tiger did more damage than Phoenix and still does more damage than the Phoenix proc with 0 bonus AD.

Rageblade and Phoenix haven't been good on Udyr in a very long time
