I see Evelynn built as both AP and AD and I'm wondering what the pros of each build are? It looks like AD effects her Q more by a very slight margin but her E and R are both boosted by AP. Can anyone explain why Eve would ever be built AD?

AP is high burst and upfront dmg, but squishy. It's good for early/mid, but falls off hard late game when enemy AD can 3 shot you. You have to build lots of AP and almost no defense to keep up in dmg. After Rylai's Nerf, AP will be a harder sell than AD.
AD is much tankier and higher sustained damage late game, but much more expensive so takes more commitment. Trinity + Frozen Heart is a great build on Eve, grants 40% CDR, lots of mana for passive, and is great vs ADCs. A lot of tanky items are AD-based, plus you can build lifesteal to give even more survivability..
I really like AD eve a lot, and I build her AD more often than not.
Restless Slumber2 votesAP eve will be better with the rylai's change because it will be a cheaper item to purchase. Eve is the type of champ that thrives off of cheap buys, which is why you would see people rushing protobelt after runic echoes because of how cheap and efficient it was. With the rylai's change I would only expect her winrate to go up because of how cheap it is to purchase how easily she can apply the slow.

Restless Slumber1 votesYup, she's like Singed where the Rylai's change only helps her. The other champ that would be getting a buff out of the Rylai's changes is Elise because of how she doesn't need the AP, just the slow, and getting the slow at a cheaper cost buffs her item paths.

Mixed damage types. Evelynn doesn't build much in the way of penetration so mixing damage makes it harder to build defenses against her.
