Skins based on time spent playing a champion

Say that you played a certain amount of games on a champion, about 170, and you were given skin by that game that adds a slight boost on one of that champions abilities. Would this be balanced? And no, this isn't meant to make this game pay to win. The boosts would only be significant to those who know exactly how to maximize the effectiveness of that champion.

Uhh I'm 100% for the mastery skin... but no on the buffs.... I could main one champion GET AMAZING AT THEM, then destroy buttholes with the upgraded spell?

Your first post on this topic was deleted. Why did you try again?

I wanted to re-phrase what I said, I wasn't trying to say that this game should become pay to win. I really don't think this is that bad of an idea, and it would make it more rewarding to play all the champions in the game instead of people sticking to "in meta" picks.

No. That means to be competitive one HAS to have played 170 (or whatever arbitrary number decided on) games as that champion so as not to be weakening themself. And the champions would have to be balanced around having that boost, as otherwise they could be completely broken or overpowered.
