Can we fix Viktor's mana costs?
Riot has continually chipped away at Viktor's strengths and at this point they don't even want his waveclear in the game.
So what does that make him? Burst caster? His burst is weak now. He can't do nearly the burst damage he used to early game. Especially because his Q was nerfed (as opposed to the Q he had pre-rework) to be less powerful until ranks were put into it. DPS? It's a build that requires a lot of mana and forces you into 2 Hex Core upgrades early, and is still very mana draining.
At this point he's Orianna's counterpart, whereas Orianna has zone control through primarily CC followed by burst damage, Viktor has zone control primarily through damage and followed by some CC. The issue with Viktor is that CC is relevant at all points in the game, so while Orianna isn't as plagued by lacking damage until end-game, Viktor is, because his CC is far less reliable.
Since Viktor's last 2 nerfs (nerfed the Hex Core until later on when it's slightly more powerful, and the E base damage nerf) were designed to hit his waveclear, his E is A LOT less powerful as a spell. While this means he is fairly weak and counterable early, it leaves him with a serious problem; his E is extremely inefficient for what it does. 110 mana on a champion that likely will not be purchasing Morellonomicon is pretty drastic, especially for 230 base damage (322 if both parts of the laser hit). To put that into perspective, Ahri, a champion with 4 damaging spells, has 280 base for 85 mana, and it's on a lower CD. Same applies to LeBlanc's W. Lissandra requires 2 Q's to output more damage, but the spell is on a third of the CD and one of the casts will likely be free. Even compared to late-game mages, Viktor simply can't compete either due to stunted itemization (RoA is arguably the most powerful magic item in the game at the moment, particularly for late-game mages, and he can't itemize it very well) or through mana/health regen techniques.
That being said, here's what I want for Viktor.

Define VIktor's role. What do we want from Viktor? Do we want him to be a late-game burster? Late-game DPS? Waveclearer?

Make it so that Viktor gets buffs that make him playable outside of conditions where he's already winning/doing well/getting carried. As it stands Viktor has an extremely hard time carrying because he needs too many things to be functional (needs CDR, mana, probably some tankiness to deal with his relatively short ranges and ease of bullying). Basically, just make him less unforgiving while also doing so in a way that doesn't affect his LCS gameplay too greatly. As it stands though he has been performing fairly mediocre in professional play and abysmal in standard ranked play.
So where do we start?
Option 1, fix his CDs a bit. E starts at 13 seconds and scales down to 9. That's pretty huge for a midlaner's primary damage spell. Q starts at 10 and scales down rapidly to 4.
My issue here is that this will likely affect his LCS play but my main complain is that Power Siphon is extremely weak as a standalone spell. My best comparison is Transfusion (Vlad's Q) and it pales in so many scenarios. The CD is just as high, it's harder for Viktor to itemize CDR, and it doesn't heal just shield. E is also pretty high because it's a powerful waveclear spell, but all other waveclear spells are considerably lower and have much more power fit into their budget.
Option 2, buff his mana costs. That 110 mana is extremely unforgiving, especially for a spell that Riot doesn't want to one-shot casters even when he's behind. This I feel is a much better change as Viktor consistently gets blues in competitive play as opposed to the variables that belong to solo queue. And let's be honest with the CDs that a lot of ADs have on their waveclear and for the absurdly low mana costs I think this is only fair.
So how much are we talking?
Death Ray COST: 70 / 80 / 90 / 100 / 110 MANA ---> 70 / 75 / 80 / 85 / 90 or simply 60 / 70 / 80 / 90 / 100
I honestly feel either one of these changes would be really good for VIktor in a way that doesn't lower his counterplay, as his costs are still fairly high, but help him not be punished so heavily for casting his E, as he already has a huge window of opportunity in which he's easily punished IF he doesn't one-shot all the minions (which he won't be able to do nearly as frequently anymore) and if he hasn't been attritioned out of lane already by characters with much lower costs.
TL;DR drop Viktor's mana costs by -10 at all ranks, 0/-5/-10/-15/-20, OR lower his E/Q CDs.
