Will Malzahar still be good against tanks?

Someone already asked if Malzahar is going to still be good against assassins, and while I don't remember if Riot answered it, I want to ask if Malzahar is still going to be good against tanks.

Malzahar is one of the few mages that can beat tanks and bruisers. His silence prevents them from using their CC spells. His W deals an huge portion of their health in magic damage, and they tend to stack a lot of health. His E is a DoT which is difficult to counter with health alone, especially due to his W, and when combined with Liandry. Malzahar's E and R have so much damage that even if a tank is able to counter them, they will be left with little health, allowing Malzahar's allies to pick them off. Not to mention, Malzahar's ult is a very good tool to prevent those pesky bruisers such as Nasus, Mundo, and Darius, from reaching his allies, especially since it is difficult for bruisers to build QSS.

Also, Malzahar as a DoT mage, has a lot of synergy with Liandry, which itself is already a good item against tanks. When combined with Rylai, Malzahar is capable of kiting tanks and bruisers, allowing him to fare even better against them.

This is unlike burst mages like Annie, Ahri, Veigar, and assassins like LeBlanc, which tend to be countered very well by tanks because most of their damage is burst. Also, those AP champions usually lack the tools to beat tanks, while Malzahar, as I explained, has DoTs, and a spell that deals damage based on the enemy's max health.

Is Riot going to allow him to still fare well against tanks?

This has nothing to do with ranged vs melee. Most mages are countered by tanks because they are burst based. Thus, a tank can simply buy a item 3102 and negate half of their damage, and still have a lot of health after surviving their combo. Mages also tend to lack spells that do damage based on a percentage of the enemy's health, meaning that health is even more of a counter to them.

Malzahar is one of the few exceptions for a couple of reasons. First, with the exception of his Q, all of his spells are DoTs. This allows Malzahar to buy Liandry's. This item doesn't usually has synergy with burst mages, but it goes well with DoT mages, allowing them to destroy tanks. Malzahar itself already has his W, which does damage based on the enemy's max health, therefore discouraging enemies to purchase pure health against Malzahar. His Q is a silence, which goes well against the fact that tanks are caster champions (they rely on their spells to function on a battle). And lastly, Malzahar's Q, E, and his ult, have very high base damage AND ratios. This means that they do so much damage in one combo that even if a tank manages to survive his combo, they will be left with very little health, allowing them to be killed by Malzahar's teammates.
