Is this intended that the releasing of the 4th shot of a passive is unstoppable by any means? If yes, what's the reasoning behind it? I mean the champion feels calm and comfortable to play but the 4th shot is the only time I have to click on my target like mad.

I think he means the feel of it, and in a way, he's kinda right. Trying to land that last shot is a major incentive, and you have to be careful to not go too far for it.

I mean that you can't stop it using (S) stop command
