Riot, are you looking at Evelynn,Warwick? Or considering the community?

Those two are pretty good examples of where the balance team has gone a disagreeable route and completely decimated their viability.

For example, lowering the duration of hunter's call affected Warwick's clear speed in the jungle and he was already one of the slowest to clear the jungle already. Slower than Lee sin who does it much faster, and has sustain that allows him to clear the same number of camps. Not to ignore the fact that his ultimate got its base damage lowered and cooldown increased and then the items he utilized were nerfed severely. This has left him absolutely crippled, and a horrible pick.

Evelynn similarly, her base damage got tanked, so she has no early damage compared to Lee Sin, Jarvan, Pantheon, and more. So she has no early game damage, no CC; which the above junglers have btw; and she can't build to be a late game carry because her Ravage is physical with her Q being magical and her ult doing CURRENT health instead of maximum.

So you end up with a jungle whose best strength is...clearing the jungle quickly after level 5?

Naturally there are many more junglers who suffer similar issues, but I picked those two because their issues are the most glaring and it suggests that perhaps the balance team is looking at the issue from the wrong angle and with the wrong tools.

Hammers are being used instead of a chisel. (Warwick, Evelynn, Elise) Chisels are used instead of hammers. (Nautilus.) Some champions are ignored all together despite constantly being a problem for the game (Lee Sin) Some champions receive attention over others (Tristana being reworked instead of Warwick despite Warwick issues being greater in every area) Community feed back gets ignored completely (machete issue recently, Sona nerfs, etc).

It gives the idea that Riot doesn't seem to consider the overall balance and prefers to simply focus on a select number of Champions because they have favorites. I am sure this is not the message intended and it is a matter of time and constraints. In which case, make use of the massive community the game has established.

Capcom does it. Many video game companies have, and it pays off in the long run. Look at MvC2, or the SF series.
