Did Riot just make Iceborn Gauntlet a terrible item for Nasus to buy in lane?

On the PBE if he has Iceborn gauntlet and tries to last hit with Q, all the surrounding minions take the full damage of his normal Q and he gains no stacks from it.

Now the problem isn't that he isn't gaining stacks from this, it's the fact that he is practically losing Q farm if he buys Iceborn in lane as he auto shoves the wave now with it(it now does the full damage in the icy zone).

While this is a huge buff to his late game team fight, it is a MEGA nerf to his early and mid game if he chooses to buy this item.

He is basically pigeonholed into buying Trinity force which is now an ADC item...
