Even Quas himself says swain is not strong.

https://youtu.be/6bmpz0Nm7RA?t=1063 <- in his own words, he feeds the 4 times he plays him, and I've never seen Quas feed in my whole life, and I'm not exaggerating, I've seen him lose games but never feed.

My suggestions for him.

We wanted swain to be a mage juggernaut like he always was, not sitting in the back poking.

(APOLOGY TO RIOT): I also apologise to you riot for the all the idiots who gave you mixed messages saying he was "busted" they are a bunch of sensationalists who will lie through their teeth to get views for their videos.

Seeing that video.... I mean close to the 15 minutes mark he was reading his E and trying it since he actually didn't know how the root works.

I am not surprised he didn't do well on Swain if he didn't even invest some time to see how his skills work.

Not to mention he doesn't actually build any AP whatsoever.

my suggestions: -reduce ult cd -increase ult damage over time -increase W range to 6000

In my opinion it is his W that is the problem, combined with a lack of waveclear.

The rest of his kit feels pretty okay the more I practice on it - he's definitely different now, he's not a hard frontliner, much more a techy shotgun mage version of Graves - but not broken. His passive in particular is probably one of the most powerful in the game, feels fun and rewarding. I don't love the ult cooldown but it is true that a good Demonflare proc can get him 2-3 kills. His new version is all about bursting VERY hard when he bursts, and if he doesn't burst effectively he doesn't win. That isn't necessarily what I wanted out of him - we have plenty of burst mages already - but it's not fundamentally broken, and if it ends the endless fighter complaints against his old version, it's probably a healthier game.

But his W feels all but useless. It is trivial to dodge (probably even worse at high ELO) and its damage against minions is so bad. And it feels humiliating to be taking seconds longer than anyone else to clear a wave, even if I'm level 15 with a Rabadon's and 500 AP.

Remove the W damage debuff versus minions and shave 1/4-1/2 second off its animation time and I bet he'll be back up at a 50% winrate.
