What if Sterak's shield scaled with nearby enemies?

Strong buff for its intended users who have to jump into the middle fights, big nerf for the unintended users like ADCs who only bought it to avoid getting picked off by burst.

The item has actually reached a point where it's pretty healthy, IMO. Why does it need any sort of change? It was abused by ADCs a while back, but I haven't really seen it getting abused lately. And at this point, if an ADC chooses to take it, they're definitely sacrificing some amount of AD for it. 25% of base AD is like 20-25 extra AD at level 18. Even the doubled value after it procs isn't much compared to what they could get from a real AD item, and that's conditional on them getting caught (and surviving it).

There's only one champion who still considers it a core item Illaoi , and she, much like everyone else who used to use it, is going to switch to the new Guardian Angel if the rework comes to live.

It has a 1% popularity out of top laners according to http://www.lolking.net/items/3053 I wouldn't call that being in a healthy state.
