Yo balance team; About Quinn's passive...

Having the cooldown scale with critical chance doesn't really make sense anymore does it? It kind of never did. It was one of those crit synergy changes intrroduced around 5.22 along with a bunch of others. (Ashe, Graves, Jhin).

But mostly it doesn't make sense for Quinn since you didn't even consider her a bot lane for the 8.11 update. It should probably scale with level or whatever instead.

As a Quinn player I honestly never really think about this interaction. It's nice, but you're right it seems like a better fit for more crit-centric marksmen (Quinn enjoys Lethality just as much).

It doesn't matter as much on top lane for instance because you're more focused on slow push, and get harrier from skills in trades. But for bot lane Quinn, the harrier cooldown is a lot more important, they're opportunities since you can't trade as safely.
