Played With A Veigar Last Night

The poor guy couldn't do shit. In the .75 seconds before his stun would come up, Kat had already jumped on top of him and vaporized him. We basically lost because someone didn't know how badly he'd been nerfed and decided to play him.

I agree that Veigar's stun was pretty unhealthy with how it was (especially as a support in bot lane, that crap is ridiculous), but I think the .75 delay went way too far. Reducing the duration of it or even the AoE would have been a much better idea towards balance than putting a delay on something that is so easy to dodge.

Kat absolutely destroys new Veigar, so it could have been more about the unfavorable matchup.

Honestly, Riot will buff Veigar in time if he proves to be way too weak.

He needs some slight tuning, yes, but this kit is for the better.

I think they should remove the cast time on his E (/not/ the delay) and slightly buff his passive.
