Should Champion Core CC Scale with AD/AP/Health?

I'm not talking about things like Fiddlesticks E or anything. I'm talking about champions who's only reason or one of the main reasons for being picked is to throw out that form of crowd control (Kennen's Passive, Malphite Ult, Ashe Ult, Nautilus Passive, Varus Ult, etc.). I think it would make these champions played a good bit more if say, for every _____ amount of AD/AP/Health, these champions' form of crowd control increased in duration or effectiveness, similar to how Randuin's Omen effect has it's slow duration increased by 1 second for every 200 Armor and Magic Resist.

No. Making CC variable means its much harder for the opponent to figure out exactly how long it lasts. It adds a burden of knowledge, essentially.

There is already a white bar that appears above a champion's head to understand the duration for key crowd control such as stuns and knock-ups. Knowledge of duration isn't a problem if the white bar plays properly.

Thats the CURRENT duration. It does nothing to tell me about incoming cc. I know Kennen has a 1 second stun. Its set, no question about it. No one wants to sit there and try to figure out "OK, if he has this much AP, the stun should be around this long."

I agree with this.
