I would be perfectly fine with not having a new champion released for the next year if it meant Riot would work on balancing their current champion roster.
Every excuse for why they arent balancing someone is "they're too busy with this to fix that " so why not just prioritize existing-champion-balance for over everything else for one year?

People want new champions, thus we have (I believe two) Champion creation teams.
People want skins, thus we have skin developing teams
People want lore, thus we have lore teams
People want balance, thus we have balance teams, just keep in mind that balance is subjective, they over and under tune champions and items just to change the meta to keep them "fresh". Whether or not you or I agree is irrelevant.
Their trying to cater to everyone, their not gonna stop making new champs and reworks because we want something that honestly can't exist (League can never be balanced.)

That's 86 out of 134 unique champions played in your last 19 games. Are they all super strong or anything? No, but unplayable? Definitely not
Neither of us are in the high elos, chances are we will see 90% of the champion roster every 20-30 games. In a game where only 10 champions can be played, that's not that bad. Some champs may be overtuned, but the others still see the rift.
