Bring back real mana costs to mages.

As soon as they trash all resourceless mid lane champs and make assassins actually have a weak early game.
Zoe's getting a lot of hate. She's not that hard to play against. Just be quick on your feet and find the cadence. So she can sling damaging spells often. Do people bitch about Conor McGregor having fast, heavy hands? "COME ON, DANA, MAKE THIS ASSHOLE WEAR IRON CHAINS AROUND HIS WRISTS." She's got power, but every champion has a weakness, and Zoe's is a lack of an escape. Throw some jabs early, find the Zoe player's timing, and exploit it to step around her skillshots and destroy her once she's fired everything.
Besides, as long as Tear exists, any mage has the option to basically have free abilities.
You're right, she's not too hard to play against. However, she is the least forgiving To play against out of any mage. One mistake is 80% of your health, with little AP built on her. That wouldn't be so bad if it were a case like Blitzcrank's, where your game winning ability costs a LOT of your mana and have lengthy cooldowns. Zoe, like many other mages, can sit on a single mana item and almost spam spells. There is little to no mind in conserving resources, which kills the strategy aspect of the game somewhat. There's not a whole lot of room for counterplay unless you've got knockups/silences AND heavy burst as you try to catch her, and she is otherwise a better Xerath.

The instant she gets R, every encounter becomes completely unfair.
Because she can just R into your face, and toss you one of the most overloaded spell in the entire game (though I would say it is THE most overloaded spell, especially if we don't consider ultimates), E, at you at point blank. And then you are left with the choice between futile attempts at running away or burning your life-depending things to get away from her this time only (she will just try the same nonsense a couple seconds later, and your answers have already been used); either way, it's all a matter of time before you eat her Q and see your entire HP bar just get conveniently deleted in 1 hit.
The common argument about Zoe's absurd power is the often parroted "she doesn't have an escape". Well, the deal with her ulti is actually, you know, she will rarely if ever even be in the face of danger due to its instant gap-close and pop-back given she can easily just base on the back-line while simultaneously be near the front, and if she is near the danger, it means the enemy diver is probably balls deep into the back-line with a ton of obstacles in the way, let's just say the danger it poses to Zoe is very low. And that only leaves us with 2 scenarios in which Zoe's lack of reliable escapes is actually an impact:
(And no, Zoe is not bad in teamfights, in case you want to reflexively use that. Her E and the AoE aspect of Q make her while not as crazy good as someone like Brand, it is still VERY solid.)
From the above, neither of which are legitimate counterplay, because making mistakes yourself is very different to designed weaknesses of a champion, and is situational at best; and that makes her hard and frustrating to play against, given if the Zoe player is not being played a zombie. And this is the EXACT SAME problem as many of the ""high skill"" champs in the game, and for some reason Riot just keeps letting more and more of the same and identical problems getting pumped out without some real addressing for some inconceivable reason.
I agree, however to maintain balance all CDR should be removed from AD items.
Can you not?
