Can we lower Brand's mana regen to match other bottom lane mages?

Recently, I've lost to a Brand down in the Bot Lane, since he was playing as support. He was able to reliably spam his W to harass us continuously despite not having any items. It was honestly really oppressive, since he could do it a lot, which led to a lot of bullying out of lane not to mention it being practically undodgable without boots

• After the match i decided to look at what Brands Mana Regen was. 8.0 to 18.2

That's quite a bit. I looked up a few more supports for better comparisons.

• Soraka, Nami, and Sona all have 9.0 - 15.8 but that makes sense since they are healer supports.
• Zyra, Zilean, Nidalee, Velkoz and Annie all have 6.0 - 19.6 as they seem to be more of where the damage supports

So, would it be possible to lower Brand's mana regen to match the other Damage-supports. Neither I or my adc had a fun time laning against him due his ability spam his W.

And do not get me started on "But that will hurt his mid lane" because Velkoz and Annie have lower mana regen and they're still played in mid.
