Can Someone Explain why Kennen is still being nerfed?

On Live his Q's range was decreased from 1050 to 950 and W from 750-725 His E did get a buff from 30% ap to 60% ap, but it wasn't something he needed.
Worst is his Ult change. He can only proc mark of the storm 3 times on his ultimate even if he hits all 6 times. This makes it even easier to just brush him off with a qss since he can't keep stunning you.

With all the indirect nerfs, the ultimate dropping to 20% ap with damage nerfs to where people would rather go on hit kennen then try to snowball with ap. Will he be the next nerf irelia meme?

What makes him "OP" compared to Edge of night Wukong or Kha zhix jumping on you and 100-0ing you. When there are plenty of ways to counter a kennen item 3155 summoner 3 Which he isn't a burst mage anymore.

I think people need to stand on the other side of a lane and face Kennen before they ask why he needs a nerf. And not pick one of his counters when doing so. His E makes him very very hard to gank mid or top, even when over pushed. Even if you gank properly his stun can turn that around on you quickly. Also, I have seen so many flash ult penta stuns and quad stuns it's nuts. Even with the nerf it took to the stun. Honestly how many times should you be allowed to aoe stun people in one spell. Idk if his ult damage went down but its like a free zhonyas nuke button. Compare his ult to morgana ult. They can both aoe stun but who lands that more easily. While her ult scale with AP better you have to be in ult to get the second damage proc and stun for 3 sec where kennen will stun you in 1.5 secs and will likely do more damage because it procs every half second. So consider things like that in terms of fair or balance. I don't want to go as far to say he is OP as fuck but his balance is on the strong side, the very strong side. Plus he has low cd and strong scale with no mana to worry about, which is great early game.
