Meanwhile I've had games going 0/1/5 20% KP with 40 cs and only using basic wards and get an S on other random characters.

This is the first I've heard anything about this. It also doesn't seem to ring true. I've gone 5/0/X triple digit cs jungling with a team that was otherwise doing horrible and not gotten close to the S despite the relative performance.
Tegash1 votesCS also factors into your creep score. This even counts for support roles.
