I Think Ashe's Ult Cooldown Should Be Increased.

Ashe rushes Essence Reaver as one of her main items to get her ult up every 48 seconds (40% cdr level 16). I think it's unreasonable that a possible 3.5 second stun has that low of a cooldown.

I suggest we increase the cooldown to 120/110/100 (which would be 60 seconds 40% cdr level 16) instead of it's current 100/90/80. I feel like this is a reasonable change that should be made to Ashe to make her more balanced so now she has to use the ult with thought on what she wants to use it on instead of throwing it out without any sort of punishment.

I'm not a balance person so I'd like some other ideas about this change, I could be wrong so all opinions are accepted.
