remember lucian?

do you guys remember ? the guy that used to be a super strong adc, played or banned in every single lcs game? remember when RIOT made the range and E changes? if you dont, let me remind you: they nerfed lucians range, but his E got a reduction in cooldown for every passive proc he got. they stated they want him to be a high risk adc with low range, who is defined by mobility. and thats totally fine, in fact i preferred playing against (i dont play as lucian) the new lucian more than the old one because he could outplay you with his dash or you could outplay him by taking advantage of his range. even RIOT said that they wanted a high risk high reward adc with extreme mobility, which they did just fine... except one thing.

can you explain to me what was the point of making poor old a short range adc who relied on using his E correctly, and then had to risk getting in for autos to reset it, when you release a champion that can dash almost the same distance as lucian PASSIVLEY with EVERY autoattack? i really would like someone to expalin this logic to me.

and this is just regarding her passive. expalining why her E is broken would need another post.
