What is the Deal with Illaoi's ult?

There's a couple of things that bother me about Illaoi's ult. The first is that sometimes after landing a W, the ult tentacles will do nothing while you're sitting there waiting for your next W.

My other issue is, why can I not use my ult when I'm rooted or hit by Amumu's ult? It's not a mobility spell, so I should be able to use it, it doesn't actually move me in any direction besides up (Which doesn't even exist in this game, as there is no Z-axis, which is why Trist doesn't "jump over" skill shot abilities). Can anyone (preferably a Rioter) explain these things to me?

Illaoi is a very boring, poorly designed champion with huge numbers.

She does not need buffs.

We aren't talking about buffs. Asking that a champion's ult work as intended is not too much to ask

also illaoi is hella fun are u kidding? "oh no im illaoi im bout 2 die 10% hp o wait ult" enemy hp goes from 100% to 50% to 10% in 4 secs hayyy i wonnn

I know what you mean. I did some testing and everything seems fine in custom games, but sometimes I'll ult and W, only for none of the tentacles to attack. I'm wondering if it has something to do with using W before ulting.
