Standalone Reworks/Updates vs. Reworks as part of Class Updates (I'm seeing a trend)

I've noticed a trend over the last season or so. Standalone champion reworks that Riot do have been great. Meanwhile champions that get reworked as part of Class Updates are pure cancer. Kog'maw (reverted), Quinn (Olaf'd) and Graves who is still pure cancer and slowly getting nerfed out of favor. Now with the assassin update. I'm happy with Talon, Katarina (numbers tweaks should put her in a healthy spot) and Leblanc. The rest are pure cancer or rubbish.

I feel like after a while quantity starts to diminish the quality of what Riot is releasing, and this becomes dreadfully apparent when they do whole class updates.

I'm still pissed over what Riot did to Malz.

I feel like they should just scrap the roster update nonsense and focus on actual reworks. Do itemization passes rather than champ passes. This stuff hasn't been making people happy.

I'm still salty that after the ADC Class Update Graves became a Jungler, Quinn became a Top Laner & lost Valor, and Kog'maw turned into a no-skill right-click champion that was so stupid at abusing items that his rework needed to be completely reverted. But mostly salty about the Quinn rework. She was a few QoL's and a buff away from being pretty viable.
