I remember the beginning of S4 the terror that was 
supp bot lane.
She had insane damage and could solo the ADC without much AP at all. At level 6, her all-in was better than any champ in the game, much like level 6 
currently.
I know it's not perfectly the same as no two champions are... had more CC prior to level 6 but also 
wasn't as good then as it is today, so gets away with not having as much CC prior to 6.

Malz doesn't have a counter right now outside of similar champs because of first turret gold and bot lane base damage mages simply being the best option. Which i personally believe to be unacceptable
Sugar Momma1 votes did NOT surface as a counter to . Annie was nerfed in 4.1 or 4.2 and fell out of favor pretty rapidly (gained favor a bit again in mid/late season but then was nerfed again).

dakota saturn1 votes is an extremely fair champion. All you have to do is poke him once and all his defense is gone. Just dodge his silence and hit him its not hard. If you let him all in you its your fault for not poking his shield off first.
