So with the new Runes you can take Ultimate Hat (15% CDR on ult that does affect her charge regen), Transcendence (10% CDR at lvl 10 and extra AP when over cap) and Cosmic Insight (5% CDR at lvl 1)
Thing is there is no way other then Blue buff to get Energy Regen (blue makes it 17 per/5 vs 10 per/5)
Would this be good for Akali?

You've got a rune for that opposed to ultimate hat.
I do like to have cdr on both kata and akali. You should not have much energy issue with the latter if you don't keep spamming her E.
5050BS1 votesManaflow Band I dont see being useful. Its on a 60s CD and you cant control when it happens. It also only restores 20 Energy but yes does give one spell cast for free so its an extra 65-90 Energy every 60s.
My reasons behind the build is to get a Ult Charge every 7.5s (IIRC)

Miror B1 votesConsidering I've played full-cdr kennen to a decent degree (the idea that I go nashor's into proto into standard AP defensive item), I can see a world in which akali is built with cdr and runed properly (potentially using those rarely seen energy regen runes).
