I didn't. Specifically because I don't feel you actually have enough options here.
Balancing for a playerbase with the size -- and skill discrepancies -- of the League playerbase is tricky. You do need to keep the lower end of player skill in mind, even if you primarily balance for the higher end. We see this frequently with pub-stompers who get power shifts to put more power into harder-to-execute parts of their kit, which can preserve power at higher skill levels while making the champion feel more fair at lower skill levels.
Around high skill but also target clear outliers in any mmr. High skill being 80-90ish percentile.
Plat+ is definitely a good way to balance things in a general sense. But if things are just blatantly broken in certain MMRs then yea.... they kind of need to get nerfed. Now Gold and below things tend to be harder to read because winrates are just fucked.
But I think it should go this way. Balance at Plat+. Then when we see something like Masters+ Riven having the highest pick rate with a 60% winrate that shit needs to be nerfed. and then for low elo certain things are just unstoppable in iron all the way up through Gold. Caitlin for Example is just nuts broken in those ranks. She basically auto wins her lane.
