First of all, I want to emphasize that your numbers don't line up with how Riot balances the game. No passive in the game if it gives a shield or damage has literally 0 base scaling, because that's the same as not having a passive. Wukong is one of the best examples of a useless passive that has very low impact on the game until later in when he is actually fighting and using ultimate. No base stat changes on Diana from your suggestion, meaning she'd be garbage with the kit suggested and do next to no damage and still have mana issues if mana costs are kept the same.
That being said, her W and the emphasis on it giving attack speed AND damage is no different from Azir's W. Riot would automatically have to balance her based on those values and she'd be the melee version of Kayle essentially in terms of aggressive trading and pushing. This is if it's allowed to lane. In terms of jungle, it'd be no different from Yi at all, essentially making her lose an identity because you want to fit her into this "class."
As for the ultimate being available at lv1, only current Diana cares if she can gap close sooner since she has a lot of setup options via 3 attack passive, W point-blank AoE that is usually casted right before going in, and reset potential on Q. You're removing all of that and creating a Diana essentially that only wants to go in and AA all day. We have other champions in the game like Akali who patiently wait for their next to no damage gap closer at lv6. Regardless, this new kit removes every ounce of skill you could've had on Diana except for Q>R. Setting up her passive and knowing when to properly burst with W is how she plays right now, and that's how everyone has played her since she first entered the meta.
She's certainly not doing well in this meta but the thing holding her back is her garbage mana pool and overly high costs. Most Diana's are running triple Doran's to not run dry of MP. She'd be using Gunblade/Lich Bane if she didn't have that weakness. No reason to just outright rework her.
