can some rioter comment on the state of garen?

hes been dropping in strength on a patch by patch basis for a while. while his armor shred buff offset this trend for a whole patch cycle, ultimately it added nothing new or interesting to his kit (after a buy at the very least) and he kept falling into this cliff.

since 7.9 hit hes sporting a 44% winrate and officially went from "probably not a great pick" to crap territory.

can we finally talk about some serious work on his kit, including some form of in combat sustain that allows him not to get shit on by opponents who are behind in gold and items, because they bought some form of lifesteal?

maybe even go as far and rework his villain mechanic to be able to chose his own target like

i know it would be a large leap, but the way it looks he needs something large.

i could work with his weak early game as it is now, if it would actually be rewarded with an approptiately strong lategame similar to

most top laners not only beat him early, but outscale him mid to lategame. this really shouldnt be a thing.

used to be garens most favourable matchup and were at a point, where the matchup is literally in her favour now.
