i dont know why you decreased its cooldown together with the other summoners. it was already taken on almost everyone alongside mark/dash.
people are flashing when you ult. people are flashing when you throw a skillshot at them. people are flashing when you auto attack. its stupid.
the downtime of that spell is way too low now.

right now it´s mostly used to deny plays, not to create them - and it just adds to the mobility creep over all, as it´s easier to burn flashes from immobile champs and if they ever try to create a play with flash they will just get counterflashed anyway. It doesn´t add any positive gameplay.

the problem is, that
a) they didnt actually achieve summoner spell diversity on that map, because now its still 
on everyone
b) it is incredibly hard to make a play since people always have flash up with such a short cooldown, which makes the games kindof passive
a lot of champion ults get flashed every single time now with the short cooldown on the thing.

Baiting means to not get hit with it. Get some experience and you will understand what I am talking about. I do it all the time.
