Nimbus Cloak and Consistency

So Nimbus Cloak has already been nerfed from 25 to 60 seconds, so it's basically useless on champions that cast a lot of ultimates...

And now there are so many "special case" rules.

• Jayce and Nidalee can form-swap to proc it but Udyr can't Phoenix Stance.
• It's completely broken on Jhin, as in he can't use it at all
• But it works fine on Xerath, it even waits for him to finish his last ult shot before activating
• But it doesn't wait for Sion or Kled to finish ulting

And who knows what else because I had to rage-quit the video after the Jayce/Nidalee part.

And 30 second nerf, lol at me thinking I might be able to run it on Teemo
